CAN is a protocol, but the messages on the bus are implementation specific. Yes, you can use it on any CAN bus, but there's no guarantee that you will be able to decode the traffic. That was spoken as a metaphor and not a reference to actual tech. They have surveillance capabilities to review massive timelines of events and people movement (time), and capabilities to see through things or generate models of places (space).
The similarities are pretty strong as is.
