Yes, the OP mentions in his post itself that all ISP customers get the same message from Airtel.

Ah so the traffic between piratebay and CloudFlare gets routed through Airtel. Thanks for pointing that out.

It's only airtel blocking the connection between Cloudflare India's servers and the Origin server's for piratebay because Cloudflare uses Airtel as it's ISP for it's datacentres.
