For what it's worth, UTF-8 didn't exist when UTF-16/UCS2 was created. I'm sure Windows, JavaScript and a lot of other things would be very different if UTF-8 came first.
Aside: a bit irksome how left out cp-437 is in a lot of internationalization/character tools. PC-DOS / US was a large base of a lot of software/compatibility.
